Jeltharo lives in the town of White River, Meridell. He knows quite a lot about the surrounding area, and was an eye witness when Zombom appeared.
As most of Neoquest II takes place inside a computer simulation, it is unknown if Jeltharo or White River exist in the actual Neopia.
