Tebor is a merchant in the town of White River, Meridell. When Zombom lifted the bridge in the centre of the town, Tebor's supplies were cut off.
We haven't been able to get much in the way of supplies ever since the bridge got locked open, but we're not out of everything.
As most of Neoquest II takes place inside a computer simulation, it is unclear if Tebor or White River exist in the real Neopia.
