The evil King's Adviser in NeoQuest II, Ramtor is complete with the flowing blue robe and magical skill in the Dark Arts. He kidnapped the King, locking him away in a dungeon, and brainwashed the rest of the castle into obeying him as the new King.

As most of Neoquest II takes place within a computer simulation, it is unclear if Ramtor actually exists in the real Neopia.
