This Hissi owns a small stall in an outdoors section of the NC Mall. He sells all manner of rare items that you cant find anywhere else, but once they're gone - they're gone. He was apparently put out of business by the Speciality Shop. He was responsible for the abduction of the Scorchio Alchemist, hoping to use the Alchemist's recently invented items to reopen his stock. He got the Alchemist out by hiding him in a shopping cart. He attempted (and failed) to steal some Neopoints from the Bank, before heading to Mystery Island to hide - though he was eventually found.
