Phil is a Xweetok who was helping out Yurius in his attempt to foil the Petpet Park agents on Mystery Island. He was in charge of the stone pistons that threatened to crush the team, but they managed to overcome him by sticking a toothpick in his eye.
It's unclear if Phil was intentionally working with Yurius or not, meaning he may be another ex-member of the organisation.
