Timble and Chiley seem as though they are best friends, but all may not be as it seems. They were the main characters in the Neopian book, Best Friends. One of them is a blue Scorchio, the other is a yellow Chia, but it's unknown which one is which.
As Timble & Chiley only appear in a Neopian book, it is unclear if they are characters in the real Neopia.
