Jinn was once a powerful King of a Lost Desert region. He died, and his spirit ended up in the Temple of the Watcher. There, it guards the treasures from those who enter. He has apparently now been liberated from the Temple and is trapped in a bottle. He claims that before he died he was known as Tukapep.
