Ms. Riley the Feloreena runs the Adoption Center in the Petpet Plaza and deals with all the paperwork. She deals with all of the Petpets when they are very young, but by the time they are able to explore the park most of them don't remember her.
During beta, Ms. Riley replaced the Neopet character, Weltrude.
