Grafney is the head of Mynci and Sons Event Security, Inc., a company which currently watches over the Tyrannian Concert Hall. Since Grafney's involvement, the amount of people sneaking into concerts or using counterfeit tickets has dropped.
Grafney appears when you try and enter a concert without a ticket.
