Otto was the subject of one of Malkus Vile's scam neomails, instructing them to send 3.1415 Neopoints to him at 117234 Dictator Way on the station to help fund the development of Wonder Codestones.
It is unclear if Otto was a real person in league with Vile's scam, or just an alias he was using.
