On the Tyrannian Plateau one can usually see this Quiggle standing next to a wheel, often looking at his sundial as he waits and waits for the wheel to stop turning. Don't mind his crabbiness, you'd be grumpy too if you had to wait hours and hours each day to hand out prizes.
I guess you're here to try the wheel, right. Well, go ahead... spin as hard as you can. While you wait for it to stop spinning why not pull up a chair, make yourself a cup of hot dung and read a book or something.
